Just to clarify - no move is allowed that puts a team over $90,000,000 correct?

90M in actual salaries, yes.

The current cap holds for free agents can exceed $90M since those aren't contracts and the game has exorbitant cap hold numbers for some reason

The minimum salaries have changed in DDS19, so here's the updated hard cap policy. We will begin enforcing these numbers at the start of next offseason.

Hard Cap with less than 12 players
11 players - $89,489,986
10 players - $88,979,972
9 players - $88,469,958
8 players - $87,959,944
7 players - $87,449,930
6 players - $86,939,916
5 players - $86,429,902
4 players - $85,919,888

In addition, because of the new minimum salary structure, we are making the hard cap $91,000,000 for this season only. This is solely due to the change in salary structure that has been sprung on us last minute, so we wanted to give you all a little breathing room to adjust.

The hard cap will return to 90,000,000 at the beginning of next offseason, so keep that in mind.

Yes, we will increase those by a million as well. Salary cap will remain in place though, as that is what the min/max in this engine are based off of.

Can you confirm what the salary cap will be in next season? because in game files it looks like is ~$63mln

The salary cap will be $63,700,000.

The hard cap, no team can exceed is $90,000,000.
