Trading rookies

Last year we created fake ratings for all the rookies until the very end of FA, at which time the real ratings would be revealed and the rookies would become trade restricted. We've decided that is just too much work for too little payoff. So instead we've revealed the correct rookie ratings now (to save us from having to go back in the database and editing all of the rookies again). However, because the CBA says that rookies' rights may be traded until the end of FA, we're going to stick with that and allow everyone to trade their rookies' rights until the end of FA (despite already having the ratings revealed).
